Fatwa Concerning The Obligation Of The Āmil To Ensure The Eligibility Of Zakāh Recipients (Asnāf)

FATWA CONCERNING THE OBLIGATION OF THE ĀMIL TO ENSURE THE ELIGIBILITY OF ZAKĀH RECIPIENTS (ASNĀF)
Once the amīl has ascertained that a person or entity falls within the categories of asnāf zakat—such as the poor (faqīr), the needy (miskīn), wayfarers (ibn al‑sabīl), those in the cause of Allāh (fī sabīlillāh), new converts (mu’allaf), or others—then the zakat given to them becomes their rightful property. The amīl is no longer obliged to monitor how they spend the funds, provided that the amīl has already verified their eligibility prior to disbursement and confirmed that they belong to one of the recognised asnāf categories. The amīl must therefore always verify the eligibility of asnāf recipients before the distribution (allocation) of zakat is carried out. In addition, it is recommended that the amīl provide guidance to eligible asnāf on how to spend the zakat funds they receive, so that their expenditure fulfils the intended purpose of the zakat given to them.
