DECLARATION CONCERNING THE SOURCES OF FATWA ISSUANCE
In deliberating upon the issuance of any fatwa, the Fatwa Committee of the State of Perlis is guided by the legal evidences of Islamic law (الأدلة الشرعية) or their sources (مصادر الأحكام الشرعية), as established by recognised and authoritative scholars. Such evidences and sources are arranged according to the following order of precedence:
- The Qurʾān,
- The Sunnah,
- Scholarly Consensus (al-Ijmāʿ), and
- Analogical Reasoning (al-Qiyās).
In addition, sources that are subject to scholarly disagreement continue to be taken into consideration by the Fatwa Committee of the State of Perlis during the process of fatwa issuance, including al-Istiṣḥāb, ʿAmal Ahl al-Madīnah, Qawl al-Ṣaḥābī, Sharʿ man Qablanā, al-Istiḥsān, al-Maṣāliḥ al-Mursalah, and others.
This notification overrides anything that has been stated previously which conveys a meaning different from what is set out here.
