DECISION OF SPECIAL MEETING PERLIS STATE FATWA COMMITTEE NO. 1/2023

GUIDELINES FOR ORGANISING SPOTTED DOVE ATTRACTION COMPETITIONS
1. The organisers must not use part or the whole of the participants' fees as competition prizes or lucky draws. This is to prevent the occurrence of gambling.
2. To enable participation fees to be made into prizes, it is stipulated that at least 1/3 of eligible participants be exempted from participation fees.
3. Prizes in any form may be obtained from sponsors or other parties (including participants) that do not involve participation fees.
4. The organisers must state clearly to participants that the participation fee does not involve prizes but is only for organisational purposes.
5. The competition must not cause cruelty to animals, superstitious beliefs and any violations of Shariah rulings.
6. The organisers may take profit from the participation fees charged as service charges.
